1) Logan Circle: Stephen Starr's first D.C. restaurant, Le Diplomate, had its soft opening Sunday evening. The dramatically designed French restaurant has a huge patio and a Parisian feel. There's an in-house bakery, a coffee program featuring Philly's La Colombe, and room for 200 customers (plus another 60 on the patio). During its soft opening phase, diners will get 10 percent off dinner and brunch service. Adam Schop is the chef, and the restaurant will add breakfast soon. Status: Softly open; grand opening is April 15. 1601 14th St. NW; website.

2) Rockville: East Dumpling House has opened, according to Rockville Nights. The restaurant serves dishes such as kabobs, Chinese potato salad and, naturally, dumplings. Status: Open. 12 N. Washington St. Rockville, Md.; website.
