1) Adams Morgan: Federal Restaurant and Lounge, from Dino Tapper, has opened over two levels at 2477 18th St. NW. Young & Hungry has more details. The restaurant, a partnership with cocktail guys Ari and Micah Wilder, is being helmed by chef Scott Perry of Pulpo (meanwhile, Billy Klein of Saint-Ex fame has headed to that Cleveland Park restaurant). 2) Thomas Circle: DNV, the newly renovated (and newly christened) rooftop at the Donovan House hotel, had its soft opening on Saturday. The space has a new look courtesy of Grizform, Pimm's Cup on tap and other fun drinks from bartender Josh Berner, and a new Asian tapas menu from chef Jennifer Nguyen, who runs Zentan downstairs. Many of the drinks are tea-infused, such as the "Livin' is Easy" with chamomile-citrus gin, dolin blanc and aperol. Early menu items include watermelon salad with blue crab, rock shrimp tempura and white fish ceviche. Status: Softly open. 1155 14th St. NW; website.
