PENN QUARTER— Forget tacos. It's Tapas Tuesday over at Cuba Libre. The restaurant is starting a new promotion where customers can get all-you-can-eat tapas for $26.95 per person. There are more than 25 dishes to choose from, from grilled mushroom salad to smoked bacon and apple croquetas. The deal runs from 4 p.m. to 11 p.m. Update: The promotion is now starting June 18. BETHESDA— There's already a chef change over at the new Bethesda Blues and Jazz Supper Club. Formerly the sous chef, William Pack Jr. is now in the head position, according to Bethesda Magazine. He replaces Scott Mullen. Pstry chef Lorraine Martineau is now serving as sous chef, and the menu will likely change a bit, according to the owner. This is technically the third chef for the venue, which originally had hired Moses Jackson for the gig. [BM]
