PENN QUARTER— The Where's Waldo?-esque experience of following Ed Witt's next move continues. Tim Carman notes the chef , most recently of Hawk 'N' Dove, has been hired by Neighborhood Restaurant Group. Turns out they're planning a restaurant in conjunction with the upcoming Red Apron Butchery called Parts & Labor. It will have 100 seats and focus on tiny cuts of meat — Witt and Nate Anda will collaborate on it. [WaPo]
