Have Restaurants Stopped Caring About Dessert?

Todd Kliman argues in an article/essay that restaurants throughout the D.C. area have stopped prioritizing their dessert menus. He cites the reason as economic (i.e. they don't want to hire a pastry chef). There are, he says, some notable exceptions like Blue Duck Tavern and Osteria Morini.
