Opening Report: Two Atlas District Reopenings, SER Formally Opens

1) ATLAS DISTRICT: Chupacabra is back after closing for the winter. They'll have tacos, soups, Cubanos and a new Arepa Burger on the menu. Status: Reopening today. 822 H St. NE; website.
